
Michael R. Nosbisch, CCC PSP
AACE® Activities: Michael Nosbisch has over 21 years of experience in project management and controls within both the government and private sectors, beginning as a program manager in the U.S. Marine Corps. He has worked for several of the leading EPC firms, to include URS Corporation, Jacobs Engineering, and Kiewit. Since 2005, Michael was Vice President of Project Controls for the government business unit of Parsons Corporation. He managed over 150 project controls professionals, providing support to several large DoD and DOE projects domestically and around the world. In September of this year, Michael joined SM&A, a leading government program lifecycle consulting firm, assuming the role of Vice President, Earned Value Management. An active member of AACE International for more than 10 years, Michael earned multiple certifications while helping to create and instruct the PSP certification and associated seminar that is still offered at each Annual Meeting. He is a past Vice President and President of the Southern California Section, and currently is a member of AACE’s Board of Directors serving as Vice President, Regions. In addition, he is an active member of both NDIA’s Program Management Systems Committee, and the EFCOG’s PM Working Group. Michael is also an adjunct professor at the University of Southern California, teaching graduate level courses in estimating and scheduling. He holds a Master of Engineering Management (MEM) degree from the George Washington University, and a bachelor's degree in Geology from the University of Rochester (NY).
Goals and Objectives: During the past 10 years, my membership in AACE International has directly led to some of the most challenging and enjoyable employment opportunities in my entire life. As Association President, I would strive to give back to AACE International in the same way. Specifically, I’ll focus on the following items as a means of advancing the "value-added" component of our association:
- Improve the quality in everything we do, while leveraging relationships other professional associations/societies to indentify “best practices,” with the ultimate goal being the recognition of AACE International as one of the preeminent professional associations throughout all of industry.
- Increase the validity and industry acceptance of our CCE/CCC certification to the point where it supplants the PMP as the most recognized project management/controls related certification in the world.
- Cultivate our relationships with colleges and universities to further advertise project controls as a separate career path from project management.
- Enhance relationships with existing corporate sponsors by clearly articulating AACE’s “value proposition,” while reaching out to leading contractor/consulting firms for them to become CSPs.
- Increase the participation of project management/controls professionals working within aerospace and defense (A&D) and IT industries, while maintaining our strong level of support to AACE’s “base membership” from engineering and construction.

 Dr. Sean T. Regan, CCE CEP MRICS
AACE® Activities: Sean has been a member since 1991.
The 2009 recipient of the OT Zimmerman award, member of the Education Board
since 2002, and Chairman of International Marketing since 2007. Chartered
Chernobyl Ukraine Section
and was President from 2001 to 2003. Chartered and board member of Greater Russia
Section in 2006, and President of Nevada Section 2008. Presented in the US,
Ukraine, Russia and Middle East at international annual meetings, sections and
universities on project management for 9 years with 25 years experience in the
industry, he is currently employed as the Vice President of International
Operations for IMTCMEI based in Ukraine and Slovak Republic.
Goals and Objectives: To not just retain and increase new members, but to spend a concentrated effort to encourage members and sponsors to return through a series of programs:
- Work directly with companies to increase sponsorship and support by demonstrating through AACE International programs and courses the success for their employees.
- Increase the international educational materials beyond the current 3 languages on S&K and TCM and to include more international materials.
- Increase support with other associations such as GAPPS, RICS, AGC, ICEC, IPMA, PMI and others through direct face to face interaction.
- Increase our web and technical base programs and continue to encourage volunteers and support in the Education, Technical, and Certification Boards by increasing the programs and skills offered, without impacting the credibility of the process and materials.
- Working with domestic and international accreditation groups to establish set skills and programs to establish true job titles and
descriptions which can be cross walked and recognized by governments and industries for employees.
