ANSI-Compliant EVMS Webinar Now Available To View on Archive

The webinar entitled “The [Whole] Truth about ANSI-compliant EVMS” that originally aired on February 12 is now available for viewing on demand. The presenter of the webinar was Michael Nosbisch of Project Time & Cost, Inc. More than 450 individuals registered to view the original webinar broadcast.
In describing his presentation, Nosbisch observed, “Over the past several years, there have been multiple presentations by government agency representatives and consultants alike that have characterized an earned value management system (EVMS) that complies with the ANSI/EIA 748(B) Standard as simply “good project management,” and as such should not be that difficult for most successful government contractors to implement. It is true that the basic concepts and principles of EVM can absolutely be likened to sound project management. “
“However, the costly, time intensive process of implementing, validating, and then maintaining an “ANSI-compliant” EVM system is far and above what any contractor would do if it were not a contractual requirement that is also fully reimbursable. While the EVMS validation process can definitely stand to be improved, sending a message to contractors that downplays the expense and effort involved in achieving compliance with the ANSI Standard is fiscally irresponsible and borderline unethical. This presentation examines the issue from both perspectives, and cites specific examples and recommendations in an effort to convey the “whole truth about ANSI-compliant EVMS,” Nosbisch commented.

This webinar will focus on the understanding and implementation of Guideline 7 of the Government Electronics and Information Technology Association’s (GEIA) Standard 748-B, commonly referred to as ANSI/EIA-748-B Standard for Earned Value Management Systems. Guideline 7 requires the identification of objective interim performance measures within control accounts (or lower-level tasks/activities) to enable accurate performance assessment each month.
