Techniques for Choosing and Implementing the Most Appropriate Earned Value Technique for Objective Performance Measurement

AACE International will offer a webinar entitled “Techniques for Choosing and Implementing the Most Appropriate Earned Value Technique for Objective Performance Measurement” March 21 at 11:00 AM Eastern Standard Time.  The presenters for the 75-minute webinar will be Kimberly Meyer, EVP, and Kimberly Hunter, EVP.

Webinar Abstract: One of the most important steps toward creating the Performance Measurement Baseline (PMB) is developing the time-phased budget.  This webinar will focus on the understanding and implementation of Guideline 7 of the Government Electronics and Information Technology Association’s (GEIA) Standard 748-B, commonly referred to as ANSI/EIA-748-B Standard for Earned Value Management Systems. Guideline 7 requires the identification of objective interim performance measures within control accounts (or lower-level tasks/activities) to enable accurate performance assessment each month.[1]

Determining how and when the work will be statused with regard to performance to-date is an important consideration during planning the program.   There are numerous recognized Earned Value Techniques available to measure a task’s progress.  Methods such as Weighed Milestones, Fixed-Formula, Percent Complete, Apportioned, and Level of Effort of some of the most common performance measurement techniques are addressed.   It can be argued that selecting the correct objective performance measures is more of an art than a science, even though there exists some fairly straight-forward and easily adopted techniques that can correlate and align contractual and governance requirements to performance.   The key to obtaining useful and relevant EV measurement metrics is judiciously associating the proper EV Technique to what constitutes the successful performance of the task.

Since Earned Value (EV) credit is taken based on the EV Technique chosen, it is beneficial to spend time coupling performance to completion criteria.   This webinar will describe the most commonly used EV techniques and provide examples of situations where they are best utilized to provide the most useful data for proactive program control.

Target Audience for the Webinar:  Mid-level EVM Practitioners and anyone who believes they may need to plan a Performance Measurement Baseline or conduct an Integrated Baseline Review.

Webinar Presenters:  Kimberly Meyer is a Professor of Earned Value, Cost Estimating and Financial Management with the Defense Acquisition University and has over 27 years of project management, financial management, and EVMS experience. Kim began her career as an officer in the United States Air Force where she held numerous positions as an analyst generating EVM data and as an organization/project leader using EVM information to make program decisions.

As a Professor with DAU, Kimberly currently provides training and consulting on EVMS and scheduling to Department of Defense acquisition professionals.  She has also provided highly rated EVM workshops and training at program management and cost conferences.  Kimberly holds a Master’s of Business Administration and is certified by the Association for the Advancement of Cost Engineers as an Earned Value Professional.   She holds DAWIA Level 3 certifications in Program Management, Financial Management, and Cost Estimating and is a Certified Defense Financial Manager with Acquisition Specialty.

Kim Hunter holds an Earned Value Professional (EVP) certification as well as a Project Management Professional (PMP).  She is the Task Lead for IntePros Federal in support of AES-100, the Federal Aviation Administration (FAA).  She has over 20 years project management experience in both the federal government and private industry.   Kim retired from the Marine Corps in 2003.  While on active duty she served as a Contracting Officer Representative for the 4th largest contract in the Marine Corps and the Budget Officer for the MAGTF Staff Training Program.

She wrote several publications concerning Information Management, Command and Control and Administrative Operations. She served two tours at the Pentagon, working in the Office of the Secretary of the Navy and then for the Commandant of the Marine Corps. Her last tour on active duty was at a training command where she was the main author for the Marine Air-Ground Task Force G-1 (Administration and Command) Operations pamphlet, an authoritative guide for deploying G-1s and other articles concerning Information Management and Command and Control.  After retirement, she served as a Senior PM for the Navy-Marine Corps Intranet Project, as a support contractor at the Federal Aviation Administration, the State Department, the Department of Labor and the Department of the Interior. Prior to joining IntePros Federal, Kim served as a Professor of EVM at the Defense Acquisition University.  While at DAU Kim conducted doctorate-level research into the compatibility between EVM and Agile projects.  She holds a Master of Science in Technology Management from George Mason University and is CIO University certified.
