AACE International Announces Webinar on Building Owners Cost Engineering Organizational Capability on August 29

AACE International will offer a complimentary webinar entitled “Building Owners Cost Engineering Organizational Capability” at 1:00 PM Eastern Daylight Time on August 29, 2012. The 90-minute presentation will feature Tim Mitchell, PE Cost Engineering Manager for Chevron-Project Resources Company.
The Webinar Abstract: Chevron’s Project Resources Company (PRC) undertook a multi-year initiative to build Cost Engineering organizational capability within its centralized Major Capital Projects organization and across its global enterprise. This presentation will explore the approaches used and lessons learned in undertaking this effort.
Chevron has a decentralized organizational model and a review of its Project Management System (PMS) revealed significant inconsistencies in its Cost Engineering capabilities. Major Capital Projects are centrally executed, but highly leveraged to contractors, including most Cost Engineering work. Smaller projects are executed by business units to various standards usually by personnel inexperienced in Cost Engineering.
The AACE International TCM Framework was used as a basis to develop foundational Cost Engineering standards, fully integrated Cost Engineering work processes and general training. Other elements of the initiative centered on attracting, developing, deploying and retaining Cost Engineering professionals across the enterprise. Another key focus of the initiative was to clarify and standardize Cost Engineering roles and responsibilities for capital project teams, contractors and the centralized Major Capital Projects organization.
The Presenter: Tim Mitchell, PE is the Manager of Cost Engineering in Chevron’s Project Resources Company, PRC. He is responsible for leading the Cost Engineering “Center of Expertise” and for managing the Cost Engineering function in PRC. Tim is responsible for the deployment of Cost Engineering organizational capability to help deliver predictable and competitive cost and schedule outcomes for Chevron’s worldwide portfolio of Major Capital Projects.
A native of Mississippi, Tim earned his bachelor’s degree in Civil Engineering from Mississippi State University in 1986. That same year, he joined Chevron U.S.A. as a Design & Construction Engineer in New Orleans, LA where he gained valuable experience supporting Chevron’s offshore production operations.
In 1991, Tim relocated to Houston, TX in a project engineer role to support delivery of Major Capital Projects for Chevron’s Nigeria Mid-Africa Business Unit. Tim completed three projects in the Niger Delta region of Nigeria, with successively greater delivery responsibilities on each project. In 1998, Tim transferred to San Ramon, CA as a Facilities Advisor in the Southern Africa Business Unit – New Field Developments group. In 2000, Tim relocated back to Houston, TX and was named Project Manager for the Kuito 2A FPSO expansion project in the deepwater Block 14, offshore Angola. In 2003, Tim became the Facilities Manager for the Tahiti Project in the deepwater Gulf of Mexico and was responsible for managing the delivery of the Tahiti facilities through all phases of the development. Tim assumed his current Cost Engineering Manager role in 2009. Tim is a licensed Professional Engineer and holds a Project Management Professional (PMP) certification from the Project Management Institute.
