AACE International’s newly-elected members of the AACE Board of Directors began serving two-year terms on June 21, 2011. These accomplished cost and management practitioners half of whom were elected earlier this year will join their colleagues on the AACE Board of Directors to map the strategic direction of AACE for the next several years.

The members of the AACE Board of Directors serving in the second year of their terms of office will be led by Michael R. Nosbisch CCC PSP, AACE’s 2011-2012 President. Members of AACE’s Board of Directors are:
President
Michael R. Nosbisch CCC PSP has been a member of AACE International since 1999; and he was certified as a Cost Consultant (CCC) in 2001 and as a Planning & Scheduling Professional (PSP) in 2004. Mike has previously been elected to AACE’s Board of Directors as President-Elect (2010-2011) and Vice President-Regions (2008-2010). He served on the task force that created the PSP certification. He has been an active member of the Southern California Section of AACE serving as president, vice president, and a member of the certification board. Mike holds a bachelor’s degree in geology from the University of Rochester (NY) and a Master of Engineering Management degree from the George Washington University. Mike is an adjunct professor at the University of Southern California teaching graduate level courses in heavy construction estimating and scheduling. He recently joined Project Time & Cost as Managing Principal, Western Region based in Long Beach, CA.
President – Elect
Marlene M. Hyde CCE EVP has been a member since 1993 and became a Certified Cost Engineer (CCE) in 1993 and an Earned Value Professional (EVP) in 2009. Marlene has previously been elected to AACE’s Board of Directors as Vice President-Finance (2006-2008). She has been a director on the Women in Project Controls Committee since 2006. She has held leadership positions in both the Orlando and Albuquerque sections. Marlene holds a degree in architecture and planning of and a Master of Construction Engineering degree from the University of New Mexico. Marlene is a senior manager at Project Time & Cost, Inc.’s Denver, CO, office.
Past President
Stephen O. Revay CCC CFCC will be serving his final year on AACE’s Board of Directors having most recently served as President (2010-2011) and President-Elect (2009-2010). Steve has previously been elected to AACE’s Board of Directors as Director-Region 1 (2006-2008). Steve has been a member since 1979 and achieved his Certified Cost Consultant (CCC) designation in 1984 and his Certified Forensic Claims Consultant (CFCC) in 2007. Steve served on the task force that created the CFCC certification. He has previously served on the Chinook-Calgary Section’s board in a variety of roles including president for more than 15 years prior to being elected to AACE’s Board of Directors. He has served as the national president of Construction Specifications Canada, a director on the Calgary Construction Association Board, and as co-chair of the Construction Owners Association of Alberta’s subcommittee on benchmarking and productivity. Steve holds a bachelor’s degree of commerce from Sir George Williams University in Montreal, QC. Steve is the Vice-President, Western Region of Revay and Associates, Ltd. in Calgary, AB.
Vice President-Administration
Martin Darley CCC FRICS has been a member of AACE since relocating to the US in 2001 and hold a Certified Cost Consultant (CCC) in 2005 and is a Fellow of RICS. Martin has previously served on AACE’s Board of Directors as Director-Region 5 (2009-2011). He has been active with AACE’s Houston Gulf Coast Section holding several leadership positions including president and vice president. Martin holds a diploma in business excellence from Newcastle College (United Kingdom) and is a certified value manager from Herriot-Watt University, Edinburgh (United Kingdom). Martin is a project controls manager the Project Resource Company – a Division of Chevron USA in Houston, TX.
Vice President-Finance
John J. Ciccarelli PE CCE PSP is serving in the second year of his term as Vice President-Finance and has previously been elected to AACE’s Board of Directors as Director, Region 2 (2008-2010). John became a member of AACE in 2001 and became a Certified Cost Engineer (CCE) in 2003 and a Planning & Scheduling Professional (PSP) in 2006. He is a licensed engineer in several states and Australia. He has served the New Jersey Section in a variety of leadership positions including three terms as president and director of corporate sponsorship. He has been a contributor to the AACE Recommended Practices (RP) on Forensic Schedule Analysis and the Estimating Lost Labor Productivity in Construction Claims. John is a frequent author and presenter of technical papers at AACE’s Annual Meetings. John holds a bachelor of science in construction engineering from the University of Delaware and an MBA from Rutgers University. John is a Vice President at Marsh in the Princeton, NJ.
Vice President-T/E/C
George A. “Sandy” Whyte CCC CEP EVP became a member of AACE in 1996 and was elected to the status of Fellow in 2008. Sandy became a Certified Cost Consultant (CCC) in 1999, an Earned Value Professional (EVP) in 2005, and a Certified Estimating Professional (CEP) in 2008 after serving on the task force that developed the CEP certification. He has previously served on the AACE Technical Board and as a member of the Certification Examination Advisory Board. He was a founding member of the Valle Grande Section in Los Alamos, NM, and the Palo Duro Canyon Section in Amarillo, TX. Sandy has served his sections in a variety of leadership positions including president. Sandy is a Chief Estimator at Parsons in Annapolis, MD.
Vice President – Regions
Julie K. Owen CCC PSP has been a member of AACE since 1994 and became a Certified Cost Consultant (CCC) in 2007 and a Planning & Scheduling Professional (PSP) in 2008. Julie is beginning her second year as Vice President-Regions and has previously been elected to AACE’s Board of Directors as Director, Region 6. She has served as co-chair of the Women in Project Controls Committee and is the lead instructor for the Planning & Scheduling Professional certification preparatory course at AACE’s Annual Meeting. Julie is a frequent author and presenter of technical papers at AACE’s Annual Meetings. Julie has served the Southern California Section in a variety of leadership positions including president and vice president. She holds a bachelor’s degree in construction science from Texas A&M University and a master’s degree in business administration from the University of Redlands (CA). Julie is the Senior Project Controls Manager at the Los Angeles Metropolitan Transportation Authority in California.

Ginette B. Basak PEng FAACE has been a member of AACE since 1980 and was elected to the status of Fellow in 2007. In 2006, Ginette became the first female chairman of the International Cost Engineering Council (ICEC) and in 2010 ICEC named her a Distinguished International Fellow. As Director-Region1, Ginette is the President of AACE Canada, Inc. She has been an active member of the Chinook-Calgary Section holding several positions of leadership including president and vice president. She holds a bachelors degree in civil engineering from Concordia University, where she was recognized for obtaining the highest GPA in her class. Ginette also has a masters in business administration with a focus on marketing and organizational dynamics at the University of Calgary. Ginette is the Manager – Project Controls for Bighorn International Consulting, Ltd. in Calgary, AB.

John C. Livengood CFCC PSP has been a member of AACE International since 2001 and became a Certified Forensic Claims Consultant (CFCC) in 2007 and a Planning & Scheduling Professional (PSP) in 2005. He has twice been selected as Outstanding Committee Chair (2008, 2010) for his work on AACE’s Claims & Dispute Resolution Committee. He is a frequent author and presenter of technical papers at AACE’s Annual Meetings. John is an Associate Vice President with ARCADIS in Washington, DC.
Director – Region 3
James H. “Jay” Carson CCC CEP has been a member since 2006 and a Certified Cost Consultant (CCC) since 2006 and a Certified Estimating Professional (CEP) since 2008. He has been active with the Atlanta Section and been elected to a variety of leadership positions including president, vice president, and membership director. He holds a bachelor of science degree in building construction from the Georgia Institute of Technology. Jay is a Cost Engineer at Project Time & Cost, Inc.’s Atlanta, GA, office.
Director – Region 4
Duane R. Meyer PE CCE has been a member of AACE since 1978 and a Certified Cost Engineer (CCE) since 1985. He has held a variety of leadership positions in the Southwestern Ohio Section including president. He holds a bachelor of science in civil engineering from Michigan Technological University. Duane is a Comptroller of Project Costs for Hixson, Inc. in Cincinnati, OH.
Director – Region 5
Earl J. “Trey” Seabrook III CCC has been a member since 1995 and a Certified Cost Consultant (CCC) since 2002. He has been an active member of the Houston Gulf Coast Section. He served as a member of AACE’s Certification Board from 2004 until 2011. He received his bachelors degree from Oklahoma State University. Trey is a Lead Cost Engineer at Chevron in Houston, TX.
Director – Region 6
Nicholas Kellar CCC EVP PSP has been a member since 1989. He became a Certified Cost Consultant (CCC) in 1996, an Earned Value Professional (EVP) in 2005, and a Planning & Scheduling Professional (PSP) in 2007. He was the chair of the task force that developed the EVP certification and served as a liaison between the CFCC and CEP task forces and the Certification Board. Nick was a long-time member of the Certification Board and previously served as the Certification Board Chair. He is an active member in the Alaska Section. He has previously been recognized by AACE with the O.T. Zimmerman Founder’s Award (2007). He holds a bachelors degree in business and masters degrees in environmental engineering and government contracts. Nick is the Liberty Project Service Manager for British Petroleum in Anchorage, AK.
Director – Region 7
Philips Tharakan Mulackal CCE EVP MRICS has been a member since 2005 and became a Certified Cost Engineer (CCE) in 2006 and an Earned Value Professional (EVP) in 2010. He has been an active member in the United Arab Emirates Section holding a variety of leadership positions including president. He has been previously recognized by AACE with the TCM Excellence Award (2010) and the Outstanding Regional Director of the Year Award (2011). He holds a bachelor of engineering degree from the University of Mysore (India). Philips is an Operations Manager at Johnson Controls at Dubai, United Arab Emirates.
Director – Region 8
Keith Webb has been a member since 2002. He is active with the Australia Section and has served in a variety of leadership positions including two terms as president. He has served as the national chair at the Australian Cost Engineering Society. Keith is a Project Services Manager at Woodside Energy Limited in Perth, Australia.
Executive Director
Dennis G. Stork is beginning his second year in this top position at AACE Headquarters. Under Dennis’ tenure, AACE has expanded its services to include a more interactive website, a redesigned and enhanced Cost Engineering journal, and learning opportunities like AACE Presents. He has more than 30 years experience leading international professional associations. Dennis holds a bachelors degree in communications from the University of Missouri-Columbia.
