AACE Board Approves
Changes in Nominations and Elections Process

At its recent meeting in Montreal, Canada, the AACE International Board of Directors unanimously approved the following changes in the nominating and elections process that will be in effect for the 2012 elections:
The roster of the Nominating Committee shall be published on the AACE website no later than August 1 and published in the Cost Engineering Journal in the September issue along with an article that describes the nominating procedures for the Board of Directors so that the nomination's process may be as transparent as possible to our members.
The Nominating Committee shall certify that all candidates for region directors have joined a section within that region as their primary section membership at the time of nomination.
The Nominating Committee shall assume the same functions as the current "tellers" in our elections process. In addition, they will serves as a review board for any of the following issues:
Make final decision resolving any problems with electronic voting or voter eligibility as reported by the Executive Director.
Determine eligibility to vote in a region director election. Note that a member may only vote for regional directors in those region where the member maintains their primary section affiliation.
Be charged with the responsibility of explaining the elections process to members and encouraging voter participation among members through appropriate communications
Certify the final elections to the Board of Directors
Review and recommend appropriate sanctions to the Board of Directors for any violations of the prohibition against campaigning. As part of this responsibility, the Elections Panel will create and promote a process to report alleged violations of the prohibition.
Conduct an annual review of the election process to recommend improvements and changes in the elections process.
The Board of Directors clarified that that only individuals who were paid members as of December 31 will be considered as "registered" and allowed to vote in the election. A new member who joins after January 1, will not be able to vote in the election.
The Board of Directors reaffirmed that for voting purposes, a member's primary section affiliation as of December 31 will determine what region he or she may vote in for that election cycle.
The Board of Directors directed that effective with the 2012 election, voting will end at 4:00 PM Eastern Time on March 15. This change will allow headquarters staff to be available for any last minute issues regarding voting during normal business hours. Voters will continue to have from February 1 through March 15 to cast their vote.
