Government Liaison Committee Charter

PURPOSE
It shall be the function of the Government Liaison Committee, acting on behalf of the AACE International Board of Directors and the AACE International membership, to develop strategies and create opportunities for liaison with the US Federal government and officials for information exchange and education on cost management and cost engineering. The committee will respond to inquiries, assign responsibilities and coordinate opportunities and activity in this area. The committee will rely heavily upon AACE International's technical and regional organization to provide input on issues and answers to inquiries.

ORGANIZATION
The Government Liaison Committee shall report to the President‐Elect as delegated by the President as the responsible officer. The committee shall be comprised of a Chair, a Vice‐Chair, and at a minimum three additional voting members. The Vice President ‐ TEC, Chair of the Inter‐Organizational Committee and the Executive Director will serve as ex‐officio members. The Committee may, subject to compliance with the AACE International Constitution and Bylaws and the approval of the Board of Directors, develop and adopt any rules, procedures or methods needed to effectively perform its functions in accordance with the provisions of this charter. Ad hoc subcommittees which include other personnel from within AACE International membership may be appointed by the Chair at his or her discretion for the purpose of performing specialized tasks in furtherance of the Committee's objectives.

The Committee will meet as often as necessary to effectively perform its objectives. It shall meet at least four (4) times per year with one of the meetings held in conjunction with the AACE International Annual Meeting. Meetings can be teleconferences. The Committee Chair will provide a written report of Committee activities to the President‐elect at least one week prior to every scheduled Board of Director’s meeting.

DUTIES AND RESPONSIBILITIES
The Government Liaison Committee shall be responsible for planning, directing and administering a liaison between AACE International and the US federal government at all levels. It shall encourage the exchange of information with and education of US government officials and employees on cost management and cost engineering and shall create opportunities for interaction, discussion and assistance. To further its objectives, it shall work closely with the AACE International technical and regional organizations in order to ensure continuity, timely and technically sound information, and coordination of activity. It shall communicate its activities to the membership on a regular basis and monitor issues and opportunities.

The Chair shall convene the Committee and establish and report on Committee goals and accomplishments. The members shall attend committee meetings, perform tasks assigned by the Chair, and review and provide input to government liaison efforts. The Committee Chair will provide a written annual plan/strategic plan the 1st of October each year to the President‐elect which shall include any budget needed to perform the efforts identified in the plan.

COMMITTEE MEMBERSHIP QUALIFICATIONS AND TERMS OF SERVICE
Members of the Government Liaison Committee shall be members in good standing of AACE International. The Chair and Vice‐Chair shall be recommended by the committee membership to the President‐Elect as responsible officer and shall serve at the pleasure of the President with the approval of the Board of Directors. Members shall be appointed by the President upon the recommendation of the President‐Elect. Members must be knowledgeable of AACE International, its goals, objectives, organization structure, and, especially, its unique capabilities. They must have financial support available to attend Committee meetings.
