Julie K. Owen, CCC PSP
AACE International Activities: Julie Owen has over 20 years of experience in project management, project controls, cost engineering, scheduling, contract administration and schedule delay claim analysis. She works as Senior Project Controls Manager for LA Metro managing the $40 billion over 30 year initiative to improve Los Angeles County transportation infrastructure. Julie joined AACE in 1994. She holds both CCC and PSP certifications and is lead instructor for the AACE Education Board teaching the PSP certification prep course for the past 4 years. Julie served as acting Vice President Regions (2011) and Director of Region 6 (2009-2010). She serves on the International Total Cost Management Conference Planning, Women in Project Controls, Young Professionals and Mentoring Advisory Committees, and the Diversity Task Force. Julie remains active in the Southern California section and held multiple board positions since 1994. She is an active participant and supporter of the AACE Mentoring Program both as a mentor and a mentee. She received her master’s degree in business administration from University of Redlands and her bachelor’s degree in construction science from Texas A&M University.

Goals and Objectives:
I am a change agent with a leadership style rooted in collaboration and communication. I lead by example and support action oriented strategies to move AACE with better results and outcomes. I believe that we need to continue making positive changes in policies to both expand and grow AACE into a more diverse and global organization. I will build upon my past Association experiences to increase membership value and expand the association growth into new markets both regionally and globally. By understanding the vision of the future I will align and keep us moving forward toward:
  • Communicating with Regional Directors, Committee, and Task force chairs on a regular basis, be responsive to their needs and ensure their alignment with goals and objectives.
  • Ensure that Regional Directors work with section leadership to promote technical, education, and certification products.
  • Work with AACE COMP participants to highlight the benefits of AACE membership. Educate other industry leaders about the competitive edge that the COMP program provides.
  • Conduct the first International TCM Conference. Position for success and pave the way for future international events.
  • Mentor the Directors in Region’s 7, 8, and 9 Directors to work section leaders, increase section offerings and grow regional membership.
  • Promote the AACE Mentoring Program to benefit membership and position the program for sustainable growth.
  • Develop a marketing strategy and outreach program to assist YPC in attracting younger members and students.
  • Promote diversity through an “Exclusive, Yet Inclusive” culture. Support Diversity Task Force initiatives.
  • Offer annual joint Leadership Conferences to stimulate membership growth and retention.
  • Mentor and support WPC, YPC, DTF, and MAC Committee and Task Force chairs, in their initiatives.
  • Develop a succession planning program for existing task forces and committees to foster continuous improvement.
  • I am committed to an organic and sustainable path for global membership growth.
