AACE International Activities: Ko des Bouvrie is the Technical Director of Cost Engineering B.V. He has more than 30 years of cost engineering experience in consulting various heavy industries such as oil and gas, petrochemical, mining and minerals, chemical, construction, pharmaceutical, government and heavy industry among others.
Ko started his career in engineering at Badger, He worked at AMEC as a coordinator for several principals, such as Shell The Hague, DSM Delft and NAM, specializing in cost engineering. He is also involved with all maintenance, activities concerning cost engineering and arbitration business. Since 1992, he has been a member of NAP/DACE and also a member of AACE International, AcostE and different special interest groups related to cost engineering. He has spoken at various international conferences to promote the profession and the TCM Framework. He is a member of honor within DACE, awarded with the Region 2 award for ICEC and received the “Ambassador of Cost Engineering” award.
In 1996 Ko founded Cost Engineering B.V. an independent company providing all-round cost engineering services to international companies He laid the foundation of Cleopatra, a cost engineering software tool used worldwide. Apart from providing consulting, Ko teaches at the Cost Engineering Academy. It is his aim to educate people and companies in the field of cost engineering.
Goals and Objectives:
As Director of Region 9 it is important to organize all those different countries in Europe and Africa to one strong region build-up out of sections. There are only a few active sections within this region and it will be a challenge to make the community more vibrant. Within Europe, a lot of companies are not aware of AACE International. This has to change. Moreover, there is a shortage of good cost engineers. Promotion of the profession with the younger generation is essential to fulfill the increasing demands on the long term. We have to realize that compared to a lot of other regions, this region 9 is a challenge because of all those different cultures, languages and already existing organizations.
My goals as Director-Region 9 will be to:
- Increase the awareness of the AACE International within Region 9, especially Europe.
- Increase membership in this region.
- Increase the awareness of cost engineering as a profession.
- Create more possibilities for education and getting certified.
- Stimulate the profession with young graduate engineers.
- Promote the TCM framework.
- Improve communication with local organizations and the ICEC region.
As you can see, there is a lot of ground to cover. Action needs to be taken in order to achieve these results. With my experience and network I am able to set these wheels in motion. |

AACE International Activities: Jim Perry is a US trained civil engineer and lawyer who has been working internationally since 1988. Jim has worked as contracts director with responsibility for contracting, contract administration and dispute resolution on projects including Euro Disney, the Petronas Towers in Kuala Lumpur and major PFI projects in the UK and Central Europe. In 2003 Jim founded PS Consulting, a Contracts and Dispute Management consulting firm based in Paris. Since founding PS Consulting, Jim has been appointed as a delay and disruption expert witness or party appointed technical advisor on many construction arbitrations involving building, oil and gas and power projects in the Middle East, Poland, Greece, New Caledonia and France. PS Consulting also provides several training modules worldwide on the management of delay and disruption, and contractual considerations in construction tendering. Jim is also an accredited trainer for FIDIC, and has conducted numerous seminars on claims under FIDIC contracts and the use of Dispute Boards throughout Southeast Asia, India and Japan in conjunction with the Japan Agency for International Cooperation and the Asian Development Bank.
Jim is also of counsel at the Paris law firm of François & Associés and has been counsel, or served as adjudicator in construction arbitration, mediation and dispute board matters in France, Russia, Romania, Guatemala, Azerbaijan and the Middle East regarding urban renewal projects, residential, power project (gas, coal and hydro) industrial and oil and gas installations. Jim also provides contract administration oversight on urban renewal projects in Venezuela, and industrial, hotel and leisure development projects in France.
Jim is a Director of Region 2 of the Dispute Resolution Board Foundation, and belongs to the ICC France.
In my travels in Europe and elsewhere over the last 20 odd years, I have often been struck by the tremendous need for better scheduling and cost management on both small and large construction projects. The UK operates at the same level as the States in this regard, thanks to their excellent Quantity Surveying degree program, but on the European Continent, while there are world class engineering schools, there is little in the way of scheduling and cost management training, and very few places to get it. In Africa and Eastern Europe/ Russia, the need and desire for good training is even more acute. This is where the AACE I nternational comes in, and where I think I can help.
Goals and Objectives:
I would like the opportunity to help our section presidents, and my colleagues all over Region 9, to connect with the AACE’s Certification programs. There is a huge demand for our training, and the Certification process brings real verifiable career value to the Region’s construction professionals. A successful training drive will boost membership, and open up new active sections. These are my immediate goals. In the medium term, I can foresee adapting our Certification process to local practices within the Region, and I would aim to bring membership in the region up to a high enough level to sustain the International Conference within five years. |
