| A.1. Purpose |
It shall be the function of the C3PM™ Certification
Board to administer the AACE® Certification Program for the Certified
Project, Program & Portfolio Management™ (C3PM™) Credential through
the authority granted by the Board of Directors. The Board of
Directors shall establish the rules governing academic achievement,
job experience, and character reference requirements for those
applying for certification. The C3PM™ Certification Program shall be
financially self-sustaining.

| A.2. Organization |
The C3PM™ Certification Board shall
report to the Vice President-TEC as delegated by the President as
the responsible officer. The Board shall be comprised of a Chairman
and a minimum of three (3) but not more than ten (10) additional
members. The C3PM™ Chairman and members shall be appointed by the
President subject to approval by the AACE International Board.
Administrative support will be provided by a C3PM™ Certification
Administrator selected by the Executive Director from the
Headquarters staff. The C3PM™ Certification Board may, in accordance
with the AACE International Constitution and Bylaws and established
criteria for the Certification Program, develop and adopt rules,
procedures or methods needed to effectively perform its functions in
accordance with the provisions of this charter.
The C3PM™ Certification Board shall meet at least four times per
year, the first time at the Annual Meeting and the and at least
quarterly thereafter. Meetings may be conducted via telephone or
electronic collaboration media such as Skype.

| A.2.1. Duties and
Responsibilities |
|
The C3PM™ Certification Board shall be
responsible for planning, directing, and administering the AACE®
Certification Program for the C3PM™ Credential. Administration of the
Certification Program for all other AACE International Credentials shall
remain with the Certification Board. The C3PM™ Certification Board will
establish policies and procedures for preparation, submittal and review of
Personal Development Plans to be prepared by candidates; preparation,
submittal and review of Certified Logbooks to be maintained by candidates;
and preparation and implementation of a C3PM™ Certification application
process. The C3PM™ Certification Board, for the C3PM™ Credential, shall review
applicant’s competency verification documentation and prepare the
C3PM™ certification supplemental examinations or cause them to be prepared and
shall evaluate the performance of individuals who submit documentation and
take the examinations. The C3PM™ Certification Board shall not determine who
shall engage in or practice being project managers but rather certify those
who apply for certification and are deemed qualified and capable of being
recognized as Certified Project, Program & Portfolio Managers (C3PM). The
C3PM™ Certification Board shall also be responsible for recruiting “peers”
for the Peer Review Panels and organizing and establishing Peer Review
Panels globally to review C3PM™ candidates around the world.
The C3PM™ Chairman shall convene the C3PM™ committee to meet and preside over
such meetings. He or she shall be responsible for the selection of committee
members; making any task assignments; interfacing with Headquarters staff,
the Board of Directors, and Association committees; and reporting on the
status of the program goals, plans and activities to the Vice President-TEC
and the Board. The members shall attend C3PM™ Certification Board meetings
and perform the tasks assigned by the chairman. The C3PM™ Certification
Administrator shall process all applications for certification and maintain
all certification records.
The C3PM™ Chairman shall appoint a representative from the C3PM™ Certification
Board to serve on the Certification Examination Advisory Group (CEAG). The
individual appointed must be certified by the C3PM™ certification board It is
recognized that the C3PM™ certification exam is s separate test but input and
continuity of the testing process will be in concert with the other AACE®
certification board.

| A.2.2.
Membership Qualifications and Terms of Service |
During the first four (4) years of
existence, at least two thirds (2/3) of the members of the C3PM™ Certification Board shall be members in good standing of AACE International.
Of this number, at least one half (1/2) shall hold a current certification
from AACE International. By the end of 2011 all members of the C3PM™ Certification Board must be members in good standing of AACE International
and shall hold a current C3PM™ Certification They must be willing to serve
and have the necessary support of their employer. The C3PM™ Chairman and all
C3PM™ Committee members shall serve at the pleasure of the President. The
President’s appointment of the C3PM™ Chairman is subject to the approval of
the Board of Directors. The C3PM™ Chairman and all members shall be appointed
to one-year terms running concurrently with the term of the President and
shall be eligible to serve any number of successive terms to which they are
appointed. For continuity it is recommended that the C3PM™ Chairman and each
member serve three years. The terms of service should be staggered so that
they do not expire the same year.

| A.2.3. Policies and
Procedures |
It shall be the responsibility of the C3PM™ Certification Board to inform certified individuals that the title they use,
C3PM, must comply with the appropriate laws of the state, province or
country in which the individual resides and/or works.
The C3PM™ Certification Board may recertify a Project Manager by either
examination or the Professional Credit Plan. The determination will be set
in the first year of operation.
