    Instructions for preparing a paper for the Transactions, including all forms (copyright release form, BIO form, etc.) that must be submitted along with the paper.

INTRODUCTION
To present a paper at AACE International's Annual Meeting, an abstract of the proposed paper must be submitted on the abstract form (below) with this call for papers. Papers for the technical program are selected based on the abstract, and in the case of previous speakers, also on evaluations of prior presentations.

Also use this form to request a place on the program for panel discussions, forums, technical committee meetings, or any other special event that may not have a prepared paper.

The deadline for submitting the abstract is October 12, 2008.

ABSTRACT
A brief abstract of no more than 150 words must be submitted on the form provided below. If possible, develop the abstract by addressing the major aspects of your paper as described below.

Description of the paper: summarize the scope and nature of the work upon which the paper is based. Note the relative emphasis of components such as field data, laboratory data, design, analysis, operations, research, or system development. Note differences from other past or current work in the area. If your paper is a review paper, carefully state the extent of the coverage.

Application: describe the possible application of knowledge provided in the paper to a particular area of cost engineering. If the paper describes a case history of a particular application, point out the general value to be gained from the work.

Results, observations, and conclusions: describe the results presented in the paper and state specific conclusions of your work. Describe how these differ from results or conclusions of previous work on the same or similar subjects. If your paper describes hardware or operations of a system or describes an event, state the specific new information. Also, say whether or not results of field data, laboratory test data, or calculated work are included.

GUIDELINES FOR AUTHORS
Carefully review this document! Authors should not that a manuscript for inclusion in the 2009 AACE International Transactions is required for each paper accepted for the meeting program.

If you wish, AACE is offering the option to have your paper professionally refereed. Refereed submittals are subject to approval by the technical program committee, and a peer review by a minimum of three experts in the field, prior to publication in the 2009 AACE International Transactions. If successful, your paper will be clearly marked as refereed paper in its final publication form. (If you are interested in becoming a reviewer, please complete this form and send it to the AACE Publications Department for consideration).  Please note that, in order to have your paper professionally refereed you must submit both your abstract and complete manuscript by October 12, 2008 (NO exceptions).

Deadline for receipt of manuscripts:
A. For non-refereed papers: January 31, 2009
If an author wishes to be able to receive a faxed copy of the edited paper before it is printed in Transactions, the manuscript must be received at Headquarters by January 1, 2008.

B. For refereed papers: October 12, 2008 (NO exceptions)

The Technical Program Committee will evaluate papers solely on the basis of the information submitted in the abstract. Authors must provide specific information in each section of the abstract form.

Any expenses incurred by authors for travel, lodging, food, meeting registration fees, or other incidental expenses are solely the responsibilities of the authors.

PREPARING MANUSCRIPTS
Authors of all papers for the 2009 program will be notified by e-mail about the status of their submissions.

An English language manuscript is required for each technical paper selected for the meeting. If selected, the paper will be included in the 2009 AACE International Transactions compact disc for the meeting. The maximum length is 20 double-spaced pages (4,500 words) of 10-point type, including figures, tables, and any other illustrations. You must provide high-quality copies of any figures or tables (preferably 300 dpi if in electronic format). Illegible illustrations will not be used.

We use Microsoft Word for Windows and QuarkXPress. We can convert other word processing files saved as ASCII or Rich Text Format (RTF). All disks/CDS must be PC-compatible.

A copy of the manuscript, including all illustrations, a signed and notarized publications agreement, and the PC-compatible disk or CD-ROM must be delivered at Headquarters before the specified dates above.

EVALUATION OF YOUR ABSTRACT
The following guidelines are observed by AACE's Technical Program Committee when selecting papers.
  • The paper must not have been published or circulated previously--this includes publication in trade periodicals or other professional/technical journals.
  • The paper should contain new knowledge or experience in some field of cost engineering and total cost management.
  • The paper must be technically correct and should be of interest to a reasonable number of people working the field. It may be theoretical or may present the results of studies, or it may state or analyze a problem. The paper may also be a review-type paper, but it must be of significant value to the technical field it addresses.
  • You need to get company clearance before you submit the abstract. Prospective authors should provide information on any clearance problems when the abstract is submitted.
Theoretical papers and application papers presenting solutions to problems will be selected from various fields. Program time is limited, so when weighing its decision, the Technical Program Committee will emphasize the quality of the contribution and its value to the cost engineering field.

COMMERCIALISM AND COPYRIGHT
Commercialism: while it is appropriate at times to mention commercial trade names, language that is commercial in tone must not be used. Using such terms in an abstract may result in a negative review by the Technical Program Committee. Excessive commercialism in the text of papers submitted for the meeting and the 2008 AACE International Transactions is cause for removal of the paper from the program.

Copyright: AACE International Transactions is published in the United States. Therefore, in accordance with US copyright laws, AACE International must receive and maintain on file a notarized publications agreement, signed by all authors of the papers. Government employees must also submit a publications agreement form to AACE to guarantee that the paper is an original work, but the form need not be notarized, and submittal of the form by government employees does not transfer copyright to AACE if the paper were prepared in the course of government employment. For authors in countries where there are no notaries, you must include a publications agreement that includes the signature of a witness who verifies your signature.
