AACE International’s newly-elected members of the AACE Board of Directors will meet for the first full board of directors meeting of the 2013-14 administrative year on October 26-27, 2013 in Morgantown, WV. These accomplished cost and management practitioners will join their colleagues on the AACE Board of Directors to map the strategic direction of AACE for the next several years and finalize the operations plan and budget for 2014.
The members of the AACE Board of Directors serving in the second year of their terms of office will be led by John J. Ciccarelli PE CCP PSP AACE’s 2013-2014 President. Members of AACE’s Board of Directors are:
John J. Ciccarelli PE CCP PSP has been a member of AACE International since 2001. He previously served on AACE’s Board of Directors as President-Elect (2012-2013), Vice President-Finance (2010-2012), and Director, Region 2 (2008-2010). He became a Certified Cost Professional (CCP) in 2003 and a Planning & Scheduling Professional (PSP) in 2006. He is a licensed engineer in several states and in Australia. He has served the New Jersey Section in a variety of leadership positions including three terms as president and director of corporate sponsorship. He has been a contributor to the AACE Recommended Practices (RP) on Forensic Schedule Analysis and the Estimating Lost Labor Productivity in Construction Claims. John is a frequent author and presenter of technical papers at AACE’s Annual Meetings. John holds a BS in construction engineering from the University of Delaware and an MBA from Rutgers University. John is a Vice President at Marsh Risk Consulting in the Princeton, NJ, office.
President – Elect
Martin Darley CCP has been a member of AACE since relocating to the US in 2001 and obtained the Certified Cost Professional (CCP) in 2005 and is a Fellow of RICS. Martin has previously served on AACE’s Board of Directors as Director-Region 5 (2009-2011). He has been active with AACE’s Houston Gulf Coast Section holding several leadership positions including president and vice president. Martin holds a diploma in business excellence from Newcastle College (United Kingdom) and is a certified value manager from Herriot-Watt University, Edinburgh (United Kingdom). Martin is a project controls manager the Project Resource Company – a Division of Chevron USA in Houston, TX.
Marlene M. Hyde CCP EVP has been a member since 1993 and became a Certified Cost Engineer (CCE) in 1993 and an Earned Value Professional (EVP) in 2009. Marlene has previously been elected to AACE’s Board of Directors as Vice President-Finance (2006-2008). She has been a director on the Women in Project Controls Committee since 2006. She has held leadership positions in both the Orlando and Albuquerque sections. Marlene holds a degree in architecture and planning of and a MCE degree from the University of New Mexico. Marlene works for CH2M Hill, Inc. in Lakewood, CO.
Nicholas Kellar CCC EVP PSP has been a member since 1989. He became a Certified Cost Consultant (CCC) in 1996, an Earned Value Professional (EVP) in 2005, and a Planning & Scheduling Professional (PSP) in 2007. He was the chair of the task force that developed the EVP certification and served as a liaison between the CFCC and CEP task forces and the Certification Board. Nick was a long-time member of the Certification Board and previously served as the Certification Board Chair. He is an active member in the Alaska Section. He has previously been recognized by AACE with the O.T. Zimmerman Founder’s Award (2007). He holds a bachelors degree in business and master’s degrees in environmental engineering and government contracts. Nick is the Liberty Project Service Manager for British Petroleum in Anchorage, AK.
John C. Livengood CFCC PSP has been a member of AACE International since 2001 and became a Certified Forensic Claims Consultant (CFCC) in 2007 and a Planning & Scheduling Professional (PSP) in 2005. He has twice been selected as Outstanding Committee Chair (2008, 2010) for his work on AACE’s Claims & Dispute Resolution Committee. He is a frequent author and presenter of technical papers at AACE’s Annual Meetings. He has over 37 years experience in design and construction as an architect, construction attorney, and claims expert. He served on the National Architectural Accreditation Board for three years. He holds a bachelor’s in architecture from Syracuse University and a J.D. from Catholic University. John is an Associate Vice President with ARCADIS in Washington, DC.
Donald F. McDonald Jr. PE CCP PSP has been a member of the Association since 1985. He became a Certified Cost Professional (CCP) in 1986 and a Planning & Scheduling Professional (PSP) in 2004 as a member of the task force that created the PSP certification. Prior to being elected to the Board of Directors, Donald has been a long-standing member of AACE’s Education Board for more than 20 years, serving as Education Board Chair (1989-1992). He previously served on AACE’s Board of Directors as a Technical Director (1994-1996). He was a co-author of AACE’s Recommended Practice 25R-03 “Estimating Lost Labor Productivity in Construction Claims.” Donald has been recognized by AACE International as a recipient of the O.T. Zimmerman Founder’s Award (2001), AACE Fellow (2005), TCM Excellence Award (2008), Honorary Life Membership (2010), and with the highest award given by the Association, the Award of Merit (2013). Donald received his BS degree in mechanical engineering and a ME degree in Civil Engineering, Construction Management both from Texas A&M University. He is the Executive Director, Claims Management in Fluor’s Law Department.

Julie K. Owen CCC PSP has been a member of AACE since 1994 and became a Certified Cost Professional (CCP) in 2007 and a Planning & Scheduling Professional (PSP) in 2008. Julie previously served on AACE’s Board of Directors as Director, Region 6. Julie has served the Southern California Section in a variety of leadership positions including president and vice president. She holds a BS in Construction Science from Texas A&M University and an MBA from the University of Redlands (CA). Julie is a Senior Project Controls Manager at the Los Angeles Metropolitan Transportation Authority in California.

Matthew Nicholas PSP joined AACE in 1990 and earned the Planning & Scheduling Professional (PSP) certification in 2008. He has been very active with the Toronto Section serving in a variety of leadership positions including President of the section. As Director-Region 1, Matthew also serves as the President for AACE Canada, Inc. He holds a bachelors in architecture from the University of Moratuwa and an ME in Construction Management from Concordia University. Matthew is a Senior Consultant with Revay and Associates, Ltd.

M. Cristina Baltazar PE PSP became a member of AACE in 2009 and obtained the Planning & Scheduling Professional (PSP) certification during that year as well. Cristina has been active with both the National Capital and Baltimore Metro Sections, serving both in the role as Vice President. She has been recognized by AACE International as the Outstanding Regional Director (2013). Cristina holds a BS in Civil Engineering from The Johns Hopkins University and an MBA from Loyola University Maryland. Cristina is the Director of Project Controls for PRIME AE Group, Inc.

Mark Cundiff PSP joined AACE in 2003 and became a Planning & Scheduling Professional (PSP) in 2004. He has been an active member of the Atlanta Area Section, currently serving the section as the Scholarship Director. He is also an office of the Board of Directors for the Georgia Engineering Foundation. Mark as a BCE Civil Engineering from Georgia Institute of Technology. He is a Vice President for Hill International, Inc.

Jacqueline T. Doyle PE PSP became a member of AACE International in 2007 and obtained the Planning & Scheduling Professional (PSP) certification in 2012. Jackie has been very active with the Chicago-Midwest Section serving in a variety of leadership roles including President. Jackie has a BS in Civil Engineering from the University of Illinois at Chicago and a MSCE in Management from the Illinois Institute of Technology. Jackie is the President and founder of Coordinated Construction Project Control Services, LLC.
Director – Region 5
Dave Norfleet CCP CFCC DRMP has been a member of AACE since 1993 and very active with the Rocky Mountain Section serving most recently as President of the section. He earned his Certified Cost Professional (CCP) in 1994, the Certified Forensic Claims Consultant (CFCC) in 2007 and the Decision & Risk Management Professional (DRMP) in 2013 – serving as a member of the task forces that created both the CFCC and the DRMP certifications. He has a BS in Business/Managerial Economics from LaVerne University. Dave is a Principal at Project Analytics Group, LLC.
Director – Region 6
John L. Haynes PSP joined AACE in 2002 and became a Planning & Scheduling Professional (PSP) in 2005. He is very active with the San Francisco Bay Area Section having served as the Chair of the Western Winter Workshop for the past 11 years, serving two terms a President, and a number of other leadership roles within the section. John previously served on AACE’s Board of Directors as Director-Region 6 (2010-2011). John has a BA in Music from the Musicians Institute. He is a Program/Project Controls Manager for Hill International, Inc.
Director – Region 7
Ghulam Mujtaba Shaikh PE has served at Southern California Section in capacity of several positions, including President for 2008-09. He led several outreach events for Southern California Section at universities and has taught certification classes for multiple years. During his tenure as President, he initiated and successfully delivered a new tradition -Annual Spring Symposium which is one of the largest AACE Section events. Mujtaba has been working in the engineering/construction industry for over thirteen years and has extensive experience in project management, large-scale construction, cost/schedule controls, and claims.
Director – Region 8
Asoka Pillai CCP EVP has been a member of AACE since 1994. Ashok obtained the Certified Cost Professional (CCP) in 1996 and the Earned Value Professional (EVP) in 2006. He previously served as a member of AACE’s Board of Directors as Director-Region 3 (2008-2010) and as a member of AACE’s Technical Board (2011-2013). Ashok was very active with the Central Savannah River Area Section for a number of years serving in a variety of positions including that as section President. He was recognized by the Association as an AACE Fellow (2007). Ashok holds a BS in Mechanical Engineering and a MS in Project Management, both from The George Washington University. Ashok is a Project Controls Manager with Bechtel Australia under their Mining and Metals Global Business Unit.
Director – Region 9
James C. Perry joined AACE in 2003. Jim is a U.S. trained civil engineer and lawyer who has been working internationally since 1988, working as a contracts director with responsibility for contracting, contract administration and dispute resolution on projects including Euro Disney and the Petronas Towers in Kuala Lumpur. In addition to his work with AACE, Jim serves as Director of Region 2 of the Dispute Resolution Board Foundation.
Director – Region 10
Nelson E. Bonilla CCP FAACE has been a member of AACE since 1978. He has served as a Past President of AACE International (1996-1997), who is currently working in Santiago, Chile to serve as the first director of this newly created region. Nelson is originally from Colombia and is fluent in Spanish. He serves as Global Project Controls Director for Mining and Metals, Fluor Corporation and his duties frequently require travel across Latin America.
Dennis G. Stork is beginning his fourth year in this top position at AACE Headquarters. Under Dennis’ tenure, AACE has expanded its services to include a more interactive website, a redesigned and enhanced Cost Engineering journal, and started an electronic magazine, Source. He has more than 30 years experience leading international professional associations. Dennis holds a bachelors degree in communications from the University of Missouri-Columbia.
